Home Visitation Programs – Welcome Baby
Since 1987, the Office of Home Visitation has supported Utah County families through home visits and services provided at the Health Department. In addition to home visits, services include community education classes, help to quit using tobacco, assistance applying for temporary Medicaid, and care coordination.
Trained nurses with experience in children’s health and children’s resources are here to help families give their children a strong, healthy start.

What is Home Visitation?
During a home visit, a nurse or parent educator comes to your home to talk with you and learn about your family’s needs. They can answer questions, share helpful information, and connect you with community resources that support you and your child. Home visitation services are available to pregnant individuals and parents with young children.
Utah County offers two home visiting programs: Nurse-Family Partnership and Parents as Teachers. Each program offers different types of support, depending on your needs and stage of life.

Services For Pregnant Individuals
Nurse-Family Partnership
The Nurse-Family Partnership offers home visits from a trained nurse during pregnancy and after your baby is born. These visits happen weekly to bi-weekly, depending on your needs.
During each visit, the nurse can answer questions, help you set goals, and connect you to resources in the community. The program is designed to support you through pregnancy, prepare for your baby’s arrival, and promote a healthy start for your child.
Insurance – Baby Your Baby
Baby Your Baby provides temporary insurance for pregnant women waiting for Medicaid approval. You can apply online or schedule an appointment with a program specialist by calling 801-851-7033 to find out if you qualify.
Baby Your Baby covers:
- Prenatal vitamins by prescription
- Emergency room visits (pregnancy related only)
- Dental care
- Prenatal visits with a doctor
- Prenatal lab tests and ultrasound tests
Smoking Cessation Program
Baby Steps helps pregnant women and new parents earn free diapers as they meet one-on-one with a health educator and set goals to quit smoking or vaping. This program is available to pregnant and postpartum women and their partners.
Birthing Class
Two FREE birthing classes are offered every month, one in English and one in Spanish.

Services for Children 0-8
Parents as Teachers
The Parents as Teachers program offers home visits weekly to bi-weekly. A trained parent educator will visit your home to talk about parenting, answer questions, and share fun, age-appropriate activities you can do with your baby. They can also connect you to helpful resources in the community. The program also supports pregnant individuals by providing information about healthy pregnancy, preparing for birth, and getting ready to care for a new baby.
Questions that can be answered during home visits include:
- How do I know if I have postpartum depression?
- Is my baby developing as they should?
- Is my baby getting enough milk?
- Should I use formula or breastfeed?
- What vaccines does my baby need?
- How can I lower the risk of Sudden Infant Death Syndrome (SIDS)?
- What should I do if someone shakes my baby?
- How can I prevent another pregnancy?
- Is it normal if my baby does _________?
Targeted Case Management and Care Coordination
Families with children under 8 years old can receive short-term home visits from nurses. These visits include health screenings, care coordination, and referrals to help meet the needs of your child and family.
What to expect during a visit:
- The visitor will share information about helpful community resources.
- The visitor will check on your health and your child’s health and development.
- You can ask questions and share any concerns about your child’s well-being.
After the visit, you will receive a follow-up call to check on your progress and schedule another appointment if needed.
EPSDT Education
Early Periodic Screening, Diagnostic, Treatment Program (EPSDT) is a part of the Utah State Medicaid program for children ages 0-21. The Utah County Health Department helps parents understand their EPSDT Medicaid benefits and find EPSDT providers in Utah County.

Do I Qualify?
Home visitation and other support services are available for many families in Utah County. Click on a group below to learn more about the services you may qualify for:
Home visits can benefit all families, especially those experiencing added challenges. Services are often offered to support families who:
- Have a low income
- Have a baby born early or with low birth weight
- Are teen or young parents
- Have mental health challenges such as depression or anxiety
- Did not finish high school or earn a GED
- Are living in unstable or temporary housing
- Have experienced domestic violence or unsafe relationships
Programs are designed to support families and help children grow up healthy and safe.
